„Die Europäische Union hat sich am heutigen Dienstag auf ein Konjunktur- und Haushaltspaket in Höhe von 1,8 Billionen Euro geeinigt, wovon 750 Milliarden Euro als Hilfe für die von der Covid-19-Pandemie besonders schwer getroffenen Länder vorgesehen sind. In Anbetracht des Volumens des Pakets und der Tatsache, dass es trotz des Drucks sparsamer Länder nicht reduziert wurde, sowie die Finanzierung durch EU-Anleihen machen dies zu einem wichtigen Moment in der Geschichte der Europäischen Union. Gemeinsame Verbindlichkeiten für die Europäische Union sind in dieser Höhe beispiellos. Die Länder der europäischen Peripherie mussten dafür Auflagen akzeptieren, was schlichtweg ein vernünftiger Schritt ist. Das Volumen der Aufbauhilfen in Form von Zuschüssen, die nicht zurückgezahlt werden müssen, wurde wenig überraschend von zunächst geplanten 500 Milliarden Euro um 110 Milliarden Euro reduziert. Zum großen Vorteil der europäischen Banken als Hauptemittenten wird ein Großteil des Pakets wahrscheinlich mit EU-Anleihen finanziert werden. Grüne Anleihen dürften dabei einen wesentlichen Anteil ausmachen, da sich der Impuls zur Bekämpfung der globalen Erderwärmung fortsetzt."
