In Germany, too, it has been recognized that uncertainties in the supply of important raw materials are causing concern. The German Economic Institute (IW) has published a study in which the availability of 27 important metals, rare earths and minerals has been identified as critical. In comparison, only 16 raw materials were considered critical in 2015. The International Energy Agency expects demand for lithium to increase by 90 percent over the next two decades. An increase of 60 to 70 percent is forecast for cobalt and 40 percent for copper and rare earths. This is necessary to put the economy on the path to climate neutrality. The transport transition and growing electromobility are the reason why raw materials such as lithium and cobalt are difficult to obtain. The same applies to tin, tantalum and gallium.

China is particularly important in this context. This is because the country is at the top of the list of mining and producing countries for many metals. There is a risk that economic dependencies could be used as geopolitical leverage. In the case of lithium, China controls around a third of the world’s lithium deposits and is also heavily involved in the manufacturing process. Raw materials policy is therefore an important issue. This includes, for example, recycling, which is still in its infancy in many areas. And the fact that supply chains are vulnerable has been demonstrated during the pandemic, temporarily paralyzing factories.
